Modernization and Reconstruction of Underground Premises in Educational Institutions of Sumy and Chernihiv Regions of Ukraine Serving as Protective Shelters

The project is implemented with the support of SlovakAid — the official international development aid program of the Government of the Slovak Republic, administered by the Slovak Agency for International Development Cooperation (SAIDC).

The project aims not only to renovate underground premises but to create fully functional, safe shelters. Today, shelters are a necessity; however, their condition often falls short of modern safety standards.
Within the framework of the project, six premises used as shelters in educational institutions across the Sumy and Chernihiv regions will be reconstructed. Thanks to funding from the Government of the Slovak Republic through SlovakAid, safe and comfortable shelters are becoming a reality.
Modernization and reconstruction will take place in the following shelters:1. "Chervona Shapochka" Kindergarten – Ladan, Chernihiv region2. "Barvinok" Kindergarten – Ladan, Chernihiv region3. Bochechky School (Grades 1-4) – Bochechky, Sumy region4. Bochechky School (Grades 5-11) – Bochechky, Sumy region5. Yurivka School – Yurivka, Sumy region6. Chernecha Sloboda School and Kindergarten – Chernecha Sloboda, Sumy region

Project Goals:

• Reconstruction of 6 premises serving as shelters;• Improvement of conditions within shelters during air raid alerts;• Creation of comfortable and safe environments for children.
In the Sumy and Chernihiv regions, air raid sirens are a frequent occurrence. Having a shelter is a basic necessity, but it must be more than just a basement — it must be a safe and comfortable space for children.

Implementation Stages:

The project is implemented in several phases:

Preparatory Stage

Assessment of the condition of underground premises used as shelters. Selection of facilities, development of technical solutions, and coordination of reconstruction plans.

Design and Planning

Development of technical documentation for each facility, taking into account safety requirements, inclusivity, and children's comfort. Determination of the scope of work and necessary materials.

Procurement and Organization

Selection of contractors and suppliers; procurement of construction materials, equipment, and infrastructure elements for the shelters.

Reconstruction of Premises

Execution of repair and construction works in the 6 designated shelters.

5

Project Completion

Finalization and presentation of the completed works to parents and educators.

Project Implementation Period: From January 1, 2026, to December 31, 2026.
